I have a 1975 courier, I have replaced the shoes, all wheel cylinders, master cylinder and bled the brakes. My issue is it still takes 3 full pumps to actually stop. What am I doing wrong?

Adjust those brakes! Your problem stems from the brake shoes being too far from the drum surface, take a few pumps to push them out. Adjust them up (follow the procedure in your shop manual) and it will be fine. Since Couriers have manual adjustment on all four drums, it is something that you have to get used to doing regularly, like every time you change the oil, adjust the brakes. that will keep your pedal up and your brakes working as well as they can.
